PoE Monster Balance Changes 3.25
- Essences now grant increased Toughness instead of Life to the Monster they are affecting, and grant a small amount of increase Item Rarity and Item Quantity to the Monster for each Essence affecting them. The higher toughness a monster has, the less damage it takes. A monster with 100% increased Toughness takes 50% less damage, a monster with 200% increased toughness takes 67% less damage, and so on. Reduced toughness causes monsters to take more damage.
- Tormented Spirits now provide 25% increased Item Rarity and Item Quantity for Monsters they touch, and 50% increased Item Rarity for the average spirit possessing a Monster.
- Pinnacle Bosses, Shaper Guardians and Elder Guardians can now have up to 50% Action Speed reduction (previously 30%), which buffs the Effect of Freeze on these Bosses.
- Improved the Meteor telegraphing for the "Players are targeted by a Meteor when they use a Flask" Tier 17 Map Modifier. The Meteor also now has a 2 second cooldown.
- The Rare Monster modifier that previously caused the Monster to Overwhelm 30% Physical Damage Reduction now causes the Monster to apply the Crushed debuff on hit.
- The Battering Vaal Side Area modifier can no longer appear.
- The Ultimatum modifier that previously caused Monsters to Overwhelm Physical Damage Reduction now causes Monsters to ignore Physical Damage Reduction (this is purely a wording change).
- The Expedition Remnant modifier that previously caused Monsters to Overwhelm Physical Damage Reduction now causes Monsters to ignore Physical Damage Reduction (this is purely a wording change).
- Simulacrum modifiers that previously granted Monsters 5-10% Overwhelm and 10-25% Physical Damage Reduction now grant 15-25% Physical Damage Reduction
- Simulacrum modifiers that granted Monsters Overwhelm and Impale chance can no longer appear. Pure Impale chance modifiers can still appear.
- Unrelenting Timeless Vaal Emblems no longer cause Enemies to Overwhelm 4% Physical Damage Reduction or Penetrate 4% Elemental Resistances for each time they’ve been revived. They instead cause Enemies to deal 10% increased Damage for each time they’ve been revived.
- Revenant Monsters now use the shared explosion telegraphing used by monster corpse explosions when they detonate their summoned minions.

Tougher Enemies: Monsters are tougher now! Instead of just getting more life, they get a stat called "Toughness." The more toughness a monster has, the less damage it takes. A really tough monster can take half damage or even less!
More Loot!: Some monsters are now more likely to drop good loot. These monsters are touched by special spirits. The more spirits a monster has, the more likely it is to drop good items.
Boss Battles Get Icier: Big bosses are slower now. This means you have more time to freeze them, making the fights easier.
Map Changes: Fighting in special maps is a little different now. The signs that a meteor is coming are clearer, and there’s a short wait before another meteor falls.
Monster Abilities Update: Some monster abilities have been changed in how they’re described, but they work the same way. These abilities make it harder for you to damage the monster.
Simulacrum Changes: Simulacrum is a special challenge area. Monsters there are tougher now, but they can’t use certain abilities that made them very hard to fight.
Timeless Vaal Emblems Update: These special items make revived monsters stronger. Now, instead of making them harder to damage, they just deal more damage!
Revenant Monsters Update: These explode when they die. Now, there’s a clearer sign before they explode, so you can avoid getting hurt.
