Rage has been made more fundamental and discoverable. Rage now grants 1% more Attack Damage per Rage gained, to a maximum of 30, but no longer inherently grants Attack Speed or Movement Speed. You lose 10 Rage every 1 second if you have not been Hit or gained Rage in the last 2 seconds (previously 1 Rage every 0.5 seconds).
Many sources of Rage now generate Rage much more quickly. There is now a shared cooldown preventing you from generating Rage on Hit from more than one hit every 0.5 seconds.
A number of Rage-related stats have had their wording updated to make it more clear that they scale with increased rage effect.
Rage effect applies to the damage inherently granted by Rage, and other bonuses granted per X Rage if you have any. Bonuses while you have a certain amount of Rage, or other effects that refer to your Rage but do not cause Rage to grant additional stats, are not affected.
The Berserker Ascendancy and Rage-related Skill gems have received changes as a result. These are detailed in their respective sections below.
The Chainbreaker Timeless Keystone Passive and the Kaom’s Spirit Unique Gloves have been updated to state their Rage regeneration stats do not delay the inherent Loss of Rage.
The Bear’s Girdle Unique Belt no longer has 4-6% increased Physical Damage per 10 Rage, this change affects existing items. It now has +10 to Maximum Rage (previously +20), a Divine Orb can be used to obtain this value on existing items.
The Kaom’s Primacy Unique Axe no longer has "Gain 1 Rage on Critical Hit with attacks, no more than once every 0.5 seconds". Instead it now has Gain 5 Rage on Melee Hit.
The Ravenous Passion Unique Helmet no longer has "Rage Grants Cast Speed instead of Attack Speed", this change affects existing items. It now has "Gain 7-10 Rage after Spending a total of 200 Mana" (previously 10-15). A Divine Orb can be used to make existing items worse.
The Rigwald’s Savagery Unique Axe now has +10 to Maximum Rage while wielding a Sword (previously 25). Existing items can be made worse with a Divine Orb.
The Maltreatment Axe Implicit modifier is now Gain 3 Rage on Melee Hit (previously +10 to Maximum Rage).
The Disapprobation Axe Implicit modifier is now Gain 4 Rage on Melee Hit (previously +15 to Maximum Rage).
The Psychotic Axe Implicit modifier is now Gain 5 Rage on Melee Hit (previously +20 to Maximum Rage).
A new Battle Trance cluster has been added to the north-west of the Marauder’s starting location. Battle Trance provides +10 to Maximum Rage.
A new Vengeance cluster has been added to the south-west of the Duelist’s starting location. Vengeance provides "Each Rage also grants 1% increased Armour" and "Gain 3 Rage when Hit by an Enemy".
A new Savage Intensity cluster has been added to the south of the Marauder’s starting location. Savage Intensity provides 20% reduced Cost of Attacks while you have at least 20 Rage, and "Inherent loss of Rage is 20% slower".
A new Veteran’s Wrath cluster has been added to the south-west of the Marauder’s starting location. Veteran’s Wrath provides "Gain 2 Rage on Melee Hit" and "Inherent Rage Loss starts 1 second later".
Added a set of new Rage Passive Masteries:
Every Rage also grants 1% increased Stun Threshold
1% increased Movement Speed per 5 Rage
+7 to Maximum Rage, Inherent loss of Rage is 20% faster
Warcries grant 1 Rage per 5 Enemy Power, up to 5
25% increased Maximum total Life Recovery per second from Leech while at maximum Rage
Nearby Enemies are Intimidated while you have Rage

This is a message for players who like to use Rage in Path of Exile (PoE). There are some big changes coming in the next update (version 3.25.0) that will make Rage work differently!
Rage is More Basic: Before, Rage gave you a bunch of bonuses at once. Now, it mostly just gives you more attack damage, the more Rage you have. But there’s a limit of 30 Rage.
Rage Goes Down Faster: You lose Rage faster now if you don’t keep getting hit or gaining Rage in other ways.
Getting Rage is Easier: But don’t worry, it’s also easier to gain Rage now than before.
New Rage Effects: There are also new ways to spend your Rage. You can make yourself tougher, move faster, or even scare nearby enemies!
New Skill Points: There are new groups of skill points on the skill tree that can make your Rage even more powerful. These points can give you more Rage, make it last longer, or give you special effects based on your Rage.
Changes to Rage Items: Some items that worked with Rage before have been changed to work with the new system.
